Becky Nictakis founded Capitol Funding Solutions to serve clients who cannot afford ambiguity. Her firm advises organizations that must be compliant with standards their peers only discuss. A twelve-person team operating at that altitude requires infrastructure that holds, security that is continuously proven, and a technology posture that does not create friction with the clients the firm is trying to serve.

The engagement began in the fall of 2025 with the standard scope: managed IT, cybersecurity, the foundational layer. It did not stay there. What began as managed IT and cybersecurity has, in the year since, become something wider and then deeper: a firm run end to end, and two custom platforms built to hold under audit.

Provenance is the answer to a question every firm will soon have to answer: when AI was used in the work, where, by whom, with what inputs, to what effect. The platform tracks, documents, and surfaces that record in a form clients and regulators can rely on. The need for it did not exist five years ago. The need for it will be universal in five more.

Capitol Funding Solutions is the first firm to operate with it. Silent Quadrant designed it, built it, and runs it. The platform sits on the same infrastructure we run for the rest of the firm's environment, governed by the same posture, maintained with the same discipline. It is not a side project. The Grant Portal replaces email-and-PDF grant intake with structured, validated, auditable infrastructure, multi-tenant by design. Each client program runs at its own branded portal, stood up in a day, not a quarter. It is the infrastructure of public funding.

The entire life of a grant lives in one file. Application, documents, messages, review, award, financials, and post-award reporting, held in a single repository with an append-only record of everything that touched it. Apply, review, award, then report, without ever leaving the file.

Three roles, scoped in the database itself, decide who sees what. Sign-in is by email, with no password to lose. Silent Quadrant designed it, built it, and runs it, on the same infrastructure and to the same standard as the rest of the firm's environment.
